Was he still in the parking lot and not gone inside yet or was he done and leaving? The story never says that he actually tried to rob bank.
If he hasn't attempted to rob the bank yet he wasn't breaking any law was he?

The part in bold red has since been updated by that site to read:

"there was a masked man dressed in black, wearing an ammo vest, getting out of a truck."

It also said that he was "equipped with a shotgun".  Given all that I think it's a pretty safe bet that he wasn't a customer who had just left the bank after conducting a legal transation or two.

The story never says that he actually tried to rob bank.
If he hasn't attempted to rob the bank yet he wasn't breaking any law was he?

You don't need to be doing anything illegal for a cop to lawfully order you to put down a firearm you're wielding.  I'd like some more details though.

Agreed. If you're holding a gun and a cop tells you to put it down, I'd highly recommend putting it down. Even if you aren't doing anything wrong, dropping it and the cop being wrong  is better than you being DEAD right.

Way I understood the story he hadn't robbed the bank,  they saw him told him to drop gun and he ran behind a car to hide.      Now this is all coming for the media which every channel has said it a little diffrent.

Seeing as how he was shot in the leg, him hiding behind a car seems pretty unlikely.  Maybe he tried to...but didn't make it.
